GENERAL CONDITIONS


1. All persons taking part in the Hyderabad Monsoon Races 2012 shall be bound by the Rules of Racing of the H.R.C., and Notifications issued from time to time in the H.R.C., Racing Calendar and such regulations as may be laid down by the Stewards of the Meeting from time to time.


2. Horses must be registered under the H.R.C., rules of racing or the rules of any recognized Turf Authority in India if not already registered.

To qualify for entry in the Handicap races, horses must be rated two days prior to the closing of entries by the Handicapper, Hyderabad Race Club. For such horses which leave station to race at other centres, fresh ratings should be obtained from the Handicapper, Hyderabad Race Club on their return to Hyderabad atleast a day prior to the scheduled closing of entries.


3-year-old horses (other than winners) should have raced atleast twice prior to their eligibility to enter/run in a Handicap race on or before 2nd October.


Eligibility of horses in respect of Category races shall only be considered from the two preceding racing seasons and the current racing season.


No horse may be entered in more than one race on the same day, excepting the Sweepstakes Races. However, no horse will be permitted to run in more than one race on the same day.


Special attention is drawn to Rule - 81 and 139 of the H.R.C. Rules of Racing, which read as follows:-

Rule 81: `` The list of entries shall be closed at the time appointed and no entry shall be admitted on any ground after that time except in the event of a horse being transferred from one class to another or qualifies subsequently ''.


Entries of horses who were ineligible when entries closed but subsequently qualify will be accepted upto 5 (five) days prior to the scheduled running of the race, provided however that in all cases the horse had not been eligible for entry at the time specified for closing.

If no hour is fixed for closing, the list shall not be closed till mid-night.


Rule 139: Unless otherwise provided and subject to the definition of a Maiden, Conditions requiring that a horse must be qualified in some particular way shall mean that it is so qualified both at the time of entry and at the time of the race.


3. Entries must be accompanied by a remittance for full amount of such entries. If the entries are not signed by the Owner, they must be accompanied by a written authority from the Owner to the enterer (special attention is drawn to Rule 83) unless such authority has already been filed in the office of the H.R.C., otherwise they will be declined.

N.B:- In case of entry made by telegram/fax, Confirmation in writing and remittance must be sent as soon as possible. No horse will be permitted to run unless the entry money has been paid.

(a) Entries should be made on forms which will be supplied by the Secretary on application and correct details of all particulars required on the forms should be filled in.

(b) All entrance money goes to the Fund, unless otherwise specified in the conditions of the race and subject to Rule 185 of the H.R.C. Rules of Racing and clause 6 of the concessions.


(c) If, in any race, there are less than eight horses entered in bonafide separate interests, the race may be declared void under Rule 186.


(d). In the event of the number of acceptors in any race excepting a Sweepstakes, a Category I or a Terms race (except for maiden 3 year olds) exceeding 16, such race/s will be divided provided however that there shall not be more than one division. However, in such race/s where the number of acceptors exceed 32 (in case of 1000 metres race 20), the Stewards reserve the right to reject after acceptance, the excess number of horses by ballot so as to limit the field to 16 (in case of 1000 metres race 10) in each race. Further, should a 1000 metres race be not divided, the excess number of horses will be balloted out so as to limit th e field to 10.


Note- There shall not be more than nine races on any Race Day. In the eventuality of divisions, the Stewards reserve the right to divide races in the following order of preference-


1. Category II Maiden Terms Races.

2. Category II Handicap Races.

3. Category III Handicap Races (upto 50 & upto 25).


However, when such races are not divided due to the above stipulation, the excess number of acceptors shall be rejected by ballot so as to limit the field to 16 ( in case of 1000 metres race 10).


In the event of the number of acceptors in a Category I or a Terms race (except for Maidens) exceeding 16 ( in case of 1000 metres race 10 ), the Stewards reserve the right to reject after acceptance, the excess number of horses by ballot so as to limit the field to 16 ( in case of 1000 metres race 10 ).


In case of rejection by ballot excepting Sweepstakes races, Trainers who have more than one acceptor in a race, may give their priority of rejection in writing on prescribed pink form and the same should be lodged in the scratching box prior to the scheduled time of forfeits for the day


Note: Unless otherwise specified in a race/s (other than Sweepstakes), should the number of acceptors be less than 4 in Category I and less than 5 in Category II/III, such race/s shall be declared void.


Consequent to a race/s being declared void, the acceptors of such race/s shall be eligible as subsequent qualifiers subject to the time for such entries has not lapsed.


i) Horse/s rejected/balloted out after acceptance shall be eligible as subsequent qualifier/s, provided the time fixed for such entries for the race meeting has not lapsed.


ii) A horse/s rejected/balloted out from a race shall not be rejected/included in the ballot on the next occasion (other than a sweepstakes race), when the horse/s is an acceptor provided the horse/s has not run after being excluded.


iii) In the event of a race/s being divided, a list of acceptors shall be first adopted, the order of which shall be the same as published in the handicaps. The acceptors shall then be allotted in that order alternatively to each division. Provided that if a division contains more than one horse in the nomination of the same person, or in the care of the same trainer, the persons authorised to make the division may exchange the second of such horses as far as possible with a horse of the same weight, or failing such of the nearest weight in another division not so nominated or trained. If there be two or more of the last mentioned horses the exchange shall be determined by lot.


(e) Subject to the conditions of a sweepstakes race, no sweepstakes race shall be divided. Should the number of acceptors exceed 18, the Stewards reserve the right to reject after acceptance time horses based on the aggregate value of Stakes earned by the horse during the current and preceding two seasons. Horses having higher aggregate value shall be given priority to remain in the race whilst horses with lower aggregate value will be rejected. If two or more horses are of equal lower aggregate value of stakes earned, the horse/s shall be rejected by ballot.


(f) In all cases where a horse is rejected/balloted out all entry fees and forfeits payable in respect of that horse shall be refundable. In case of a Sweepstakes race only the final forfeit due from such horse/s shall be refundable.


(g) In the event of a walk-over ( other than a Sweepstakes race) only half the amount of stakes payable to the winner will be given in addition to the Cup/Trophy, if any (Under Rule 187). Stakes for the fifth and sixth places will be paid in all races except for the Sweepstakes race, subject to the condition that number of actual starters in a race/s are eight and nine or more respectively.


(h) Should circumstances arise which in the opinion of the Stewards, make it desirable ; the date and time at which forfeits are advertised to fall due are liable to alterations after closing of entries.


ALL HORSES ACCEPTING I.E., LEFT IN AFTER THE TIME FIXED FOR FINAL FORFEITS MUST BE DECLARED TO START UNLESS PRIOR PERMISSION FOR THEIR WITHDRAWAL HAS BEEN OBTAINED FROM THE STEWARDS. WITHDRAWAL OF A HORSE AT THE FORFEIT STAGE IN ANY RACE WILL ONLY BE ACCEPTED IN WRITING FROM A TURF AUTHORITY BY A DULY AUTHORISED PERSON AND WILL NOT BE ACCEPTED BY TELEGRAM.


(i) The Stewards reserve the right to refuse to accept the tender of any entry/or to cancel an accepted entry at any time without assigning any reason.


(j) The Stewards reserve the right to amend or alter the conditions of any race at any time before the entry closes and to indicate any race or races to be ridden by Indian Jockeys and Apprentices at the time of publication of acceptances.


(k) The Stewards reserve the right of paying stakes money after seven working days after the race is run.


4. In all Handicap races, the winner of a race after publication of weights shall incur a statutory penalty of 10 handicap rating points corresponding to 5 Kgs. Should this addition result in the rating of such horse exceeding the upper rating limit of the race, thus contravening the conditions of eligibility will make the horse ineligible to run in that race.


5. Penalties are not cumulative unless so declared by the conditions of the race. Allowances are cumulative unless otherwise specified.


6. In all Handicaps the lowest weight allotted shall not be less than 49Kgs and the lowest top weight to be allotted shall be 60Kgs. Further, unless otherwise specified after the final forfeits should the top weighted horse be less than 60Kgs., it shall be raised to 60Kgs., and the weights of remaining horses will be raised relatively.


7.(a) No horse shall carry more than 3.5Kgs. overweight in any race except with the permission of the Stewards. Such permission must be obtained before the Starting Declaration Box for such race is opened.


(b) Except in handicaps, sweepstakes- terms with penalties, terms races without penalties and maiden 3 year old races, correct weight of any horse entered must be notified in writing to the Secretary, Hyderabad Race Club at the time of entry closing for that race. In case of sweepstakes- terms race with penalties correct weight of any horse entered must be declared at the time of final forfeits in writing to the Secretary, Hyderabad Race Club. Any owner or person responsible and failing to comply with this condition will be fined Rs.500 in each case.


8. Unless otherwise specified, Starting Declarations for all races must be in the Declaration Boxes set apart for each race by 10-00 a.m. on the day previous to the races. The Declaration must be in writing and must state the name of the race, the name of the horse, weight to be carried and the name of the Jockey. Such Declaration must be accompanied by the amount due for extra money for horses not struck out, or the Jockey's fee for a losing mount, if not already paid and for any fees due.

IT SHALL ALSO STATE IF THE HORSE IS RUNNING SHOD OR UNSHOD. IF THE FORMER IT SHALL STATE THE DESCRIPTION OF THE SHOES, PLATES OR TIPS USED. Omissions or errors in the Starting Declarations will render the Owner or person making it subject to a fine at the discretion of the Stewards, vide Rule 141 (a).


Indian Jockeys and Apprentices who have NOT attained the age of 25 years shall be entitled to claim allowances in all handicap flat races on the following scale viz.,

If he has not ridden ten winners .... 5 kgs.

If he has ridden ten winners,

but has not ridden twenty winners .... 3.5 kgs

If he has ridden twenty winners,

but has not ridden thirty winners .... 2.5 kgs

If he has ridden thirty winners,

but has not ridden forty winners .... 1.5 kgs


After riding forty winners or attaining the age of 25 years whichever is earlier, they are not entitled to claim any allowances. Provided, however, that an apprentice jockey/Indian jockey may claim the same allowance during the race day which he/she was entitled at the beginning of the race day. The change in allowance as per the scale will take effect from the subsequent race day.


Note: - No Apprentice shall be permitted to ride in any race for 3 year olds until he/she shall have ridden in atleast ten races. No Apprentice shall be permitted to ride in any race for 2 year olds until he/she shall have ridden ten winners.


9. No rider shall ride in any race unless he/she is wearing a Skull Cap and a Body Protector of a pattern approved by the Stewards unless exempted on Medical grounds.


10. Colours must be declared with entries unless already registered with the Hyderabad Race Club. Unregistered colours must be declared in Race Club office at or prior to the time fixed for final forfeits and must be of the pattern as described in the regulations governing the registration of colours as published in the Racing Calendar. Such or other approved colours must be registered with the Hyderabad Race Club when notification to do so has been issued, vide Rule 119. If there be more than one horse of any one owner left in, in a race, a different coloured cap must be declared for each horse. Every person running a horse in colours other than those registered or declared as above, will be fined in accordance with Rule 118 in respect of each horse so run.

In the event of a person being unable to run a horse in colours as declared in the Race Card, the Jockey will wear " ALL BLACK". A set of these colours may be obtained from the Clerk of the Scales.


11. Owners of horses based permanently at Hyderabad, during the Hyderabad Monsoon Races 2012 will receive a laminated photo I D card for the season. Other Owners will receive a Day Pass only for the day on which their horses are engaged.


12. Before a horse is allowed to start in a race for the first time under H.R.C., Rules of Racing, such horse must be produced before the Official Veterinary Surgeon for Identification.


13. Trainers and Jockeys will be paid 10% and 7.5% respectively by the Owners on stakes (excluding the value of Cups/Trophies) for the first, second and third placed horses only and in case of Graded/Million Races upto fourth placed horse. These amounts will be debited to the Owners Racing Accounts and credited to their respective Trainers and Jockeys by the Club.


  1. Stable Employees Benevolent Fund Society -


2% of all stakes earned by the Owners will be credited to the Stable Employees Benevolent Fund Society. This amount will be debited to the owners racing accounts. 1% of the stakes from the shares of stakes earned by the Trainers will be debited to their accounts and credited to the Stable Employees Benevolent Fund Society.


15. 0.5% of all stakes earned by the Owners will be debited to their accounts and credited to the A. P. Race Horse Owners Association Account. However, should there be any objection to this deduction by an owner the same should be intimated in writing to the Hyderabad Race Club.


16. An additional 3% of all stakes earned by Owners of horses not based permanently at Hyderabad will be debited to their account and credited to the Contingency Fund of the Hyderabad Race Club.


17. All telegrams must be confirmed by letter and all communications addressed to the Secretary, Hyderabad Race Club and not to the Secretary by name.
